Because of the variety of needs, government contracts will more often be done on a custom basis, rather than using off-the-shelf products. However, most projects will involve registration, screening against the "bad-guy" lists, on-going identity confirmation and transaction records. IDENTIFiD's universal database systems could provide the interoperability and intercommunications between the various government departments (for example: DHS and its many components, State Department and law enforcement agencies) that they are not getting now. IDENTIFiD was designed with these capabilities in mind.
Government applications include immigration, port and border security, driver’s licenses and voter registration. Many of the government’s efforts, such as the proposed Smart Identity Cards, involve allowing the individual to carry an ID card (or passport) that has a chip imbedded with that individual’s biometric recorded in the chip. Inherent problems with this practice are the high cost, potential damage to the chip and, more importantly, the vulnerability to counterfeiting. A truly secure identity confirmation system should not allow the individual to carry his proof of identity. An individual cannot modify or counterfeit his biometric on our database. IDENTIFiD’s system can enable current ID card programs to be biometric-verifiable by registering their members biometrics and tying them to ID numbers currently on their cards.
As an example, our system in place would have greatly reduced the fraud losses that occurred with the Katrina debit card program. If all the Katrina victims had been required to register their biometric at the time of receiving a check or a debit card, the fraud committed by people applying numerous times under different identities and aid workers creating phony identities would have been avoided. The federal government has passed the REAL ID Act, requiring all states to receive multiple documents verifying identity before issuing their drivers' licenses. The act also gives notice that in the future they will need to take (as yet unspecified) biometrics and link in with the other states to check cross-registrations. Our system is designed to handle just such registrations and cross-checking.
